Hey SOC, I pretty much decided to let the board whacks take their victory lap today (will it ever end? )
WRT the elimination of the electoral college, there is the National Popular Vote Interstate Compact Initiative that started some time after Bush v. Gore. If you look into the folks that started it, you'll also find some pretty good ideas about what to do with the redistricting question.
The suggestion that looks most interesting to me is the drawing of larger districts from which multiple seats will be filled (e.g. 3 representatives from a single large district). The voters would need to rank vote, with the top three getting in. In general, that would push candidates to appeal to a broader swath of the district population rather than pandering to one end or another. Anyway, I need to look into it more...
