He would have been eligible immediately if his entire household moved into district from the beginning. There would have been no need to appeal his eligibility. The inept leadership at Marietta told the family that his dad did not have to move with the rest of the family, so yeah, they shoulder the blame for relaying inaccurate information for a THIRD time.
