(Reuters) -The U.S. Supreme Court on Tuesday cleared the release of Donald Trump's tax returns to a House of Representatives committee, handing a defeat to the Republican former president who had called the Democratic-led panel's request politically motivated.

The justices denied Trump's Oct. 31 emergency application to block a lower court's ruling that upheld the Ways and Means Committee's request for his tax records as a justified part of the panel's legislative work. No justice publicly dissented from the decision.

The committee, which has sought six years of Trump's tax records spanning 2015 to 2020, will have little time to complete its work related to the returns before a Republican takeover of the House. Republicans secured a narrow majority following the Nov. 8 midterm elections and take control of the House - and the committee - in January.

The fight over his tax returns is one of many legal woes for Trump as he moves forward with another run for the presidency in 2024. Trump last week announced the launch of his candidacy.

Ways and Means Chairman Richard Neal said the Supreme Court's action upholds the principle of congressional oversight.

"This rises above politics, and the committee will now conduct the oversight that we've sought for the last three and a half years," Neal said in a statement.

A Trump spokesperson did not immediately reply to a request for comment.

Trump was the first president in four decades years not to release his tax returns as he sought to keep secret the details of his wealth and the activities of his real estate company, the Trump Organization.

Sen. Lindsey Graham (R-S.C.) on Tuesday testified before a Fulton County, Ga., special grand jury probing 2020 election interference in the state after a months-long attempt to avoid appearing.

Graham, an ally of former President Trump, had cited constitutional arguments as he sought to block a subpoena from the Fulton County district attorney, but the Supreme Court earlier this month paved the way for Graham’s testimony.

“Today, Senator Graham appeared before the Fulton County Special Grand Jury for just over two hours and answered all questions,” Graham’s office said in a statement. “The Senator feels he was treated with respect, professionalism and courtesy. Out of respect for the grand jury process he will not comment on the substance of the questions.”

A judge in July approved the subpoena from District Attorney Fani Willis (D), who expressed interest in hearing from Graham about calls he made to Georgia’s top elections official, Secretary of State Brad Raffensperger (R), following the 2020 presidential election. ADVERTISEMENT -

Raffensperger, who has also testified before the grand jury, claimed Graham suggested to him that he should discard some ballots during one of the calls. Graham has denied Raffensperger’s account.

In a separate call, Trump pressed Raffensperger following the election to “find” the roughly 11,000 votes required to overturn President Biden’s victory in the state, a request Raffensperger resisted as he voiced disagreement with Trump’s unfounded claims of mass electoral fraud.

Graham looked to quash Willis’s subpoena, citing the Constitution’s Speech and Debate Clause, which provides some protections for lawmakers in testifying, among other arguments.

A federal trial judge in September shielded Graham from testifying in fact-finding inquiries related to election procedures and allegations of voter fraud in the state, ruling it constituted “protected legislative activity,” but otherwise allowed his appearance to move forward.

Graham appealed the ruling to an Atlanta-based federal appeals court, but a panel affirmed the prior decision and indicated the South Carolina Republican could object to specific questions in the lower court.

Graham then sought emergency relief from the Supreme Court, but the justices rebuffed his request while indicating that constitutional guardrails should apply in his appearance.

His appearance on Tuesday marks the latest Trump ally to testify before the grand jury. Others include Rudy Giuliani, other pro-Trump attorneys and former White House chief of staff Mark Meadows.

Willis has previously indicated charges in the criminal probe may come before the end of the calendar year.

A judge had some stern words for former President Donald Trump on Tuesday during a status conference in writer E. Jean Carroll's defamation lawsuit.

Carroll is suing Trump for unspecified damages in the Southern District of New York, arguing that he attacked her reputation by denying her rape allegation. In an excerpt from her memoir published by New York Magazine in June 2019, Carroll claimed that Trump raped her in a Bergdorf Goodman dressing room sometime in the fall of 1995 or spring of 1996. At the time the article was published, Trump denied ever knowing Carroll and said she wasn't his "type."

The New York federal judge presiding over the case, Lewis A. Kaplan, held a call with attorneys representing Carroll and Trump on Tuesday to discuss the schedule going forward and a second lawsuit that Carroll plans to file later this week against Trump.

Alina Habba, one of Trump's attorneys, said she wasn't sure whether she would even be hired to represent Trump in the second lawsuit. Kaplan expressed that it was about time he made that decision.

"Your client in the present action, Ms. Habba, has known this was coming for months and he would be well advised to decide who's representing him in it because that will have to be resolved promptly," Kaplan said.

Attorneys for Trump and Carroll declined to comment when reached by Insider after the conference on Tuesday.

In court filings last week, Carroll's attorney Roberta Kaplan (no relation to Judge Kaplan) said her client plans to file a second lawsuit against Trump as early as Thanksgiving, when a new New York law goes into place temporarily allowing the filing of sexual assault lawsuits in cases where the statute of limitations have expired. The second lawsuit will contain a complaint of battery and a second complaint of defamation, for comments Trump made about Carroll in October of this year. Carroll's first lawsuit, filing in November 2019, dealt with his denials immediately after her article was published.

On the call on Tuesday, Roberta Kaplan said that Trump's lawyers have known their intention to file the second lawsuit since August.
