PSU is blocking the move. if he wants to transfer to in conference team he has to sit out a year if the school doesnt sign the waiver. prep82 Posted August 8, 2017 Report Share Posted August 8, 2017 Know your facts HSFBfan. Penn State released Soriano they just did not say he could transfer to a in conference school. This is a Big10 rule, though most conferences have the same rule. Soriano is appealing to the Big10 committee which could release him but PSU really has no say. they could support his transfer which may help Soriano but why should they?
