Certainly looks helmet to helmet. Could be called targeting (i hate the rule).

There is no rule of thumb on how many ints a safety should have. A lot depends on the type of defense the team runs. For instance Adrian Wilson who used to play with the Cards. A big strong type of safety that had only 27 ints in 12 years. He played much of his time in the box on run support.
