The refs screwed up the onside kick both times. Players on the kicking team cannot run straight ahead and "block" the receiving team, moving opponents away from where the kick will have gone 10 yards and creating space for their teammates to recover the ball. This is a fairly recent rule change, as most times in an onside kick situation the receiving team is focusing on the ball and not an opponent coming at them to lower the boom. Data showed too many injuries in these situations, so the new rule was implemented a few years ago.

Don't mean to be a buzz kill. Exciting finish, but poorly officiated.

Was this rule change state specific?

The new rule prohibits “pop-up” type kicks as players were getting hurt in compromised positions similar to defenseless receivers.  

To me it looks like the kicking team had practiced that style of on side kick, whilst the receiving team looked confused.  Poor coaching.

Pop-up kicks being illegal is a more recent rule change than "blocking" on onside kicks, which has been around for about 5 years. Receiving team being confused would most likely be because the kicking team isn't allowed to do what they did.

I've always thought the receiving team can move up to catch/control the ball before it travels ten yards but the kicking team must let the ball travel ten yards unless the receiving team muffs the touch.

The kicking team cannot go blow anyone up on the receiving team before the kick hits the ground and travels the initial 10 yards. "After further review"...the first onside kick looked OK; the 2nd was was unquestionably illegal -- plenty of contact initiated by the kicking team before the ball had gone 10 yards.
