regional qualifiers

ok here is the current list of qualifiers

just so everyone knows I selected the number of teams each state got then for the states (outside of the 4 states who will receive their own state tournament) the teams were selected by their rankings in maxpreps

some notes:

only the north region is complete, as they are only region who didn't have a state with a tournament

South region will have the teams locked in as soon as this round is complete for GA as it will determine the final 2 slots for GA and also determine the final 2 wild cards

seeding will come after all teams are set and the seeding will be based on where they are placed in maxpreps

all state locks will be ranked over wild cards (therefore the state lock from North Carolina would be ranked higher than IMG who is entering as a wild card) *I did that to make things more intriguing

Arkansas was originally planned to be in the south region but I moved them to the central region because I saw how high some of their teams were ranked in maxpreps and I didn't want 15+ texas teams in that region, just like I gave out more guaranteed spots in pacific region so California couldn't do the same and moving Arkansas actually helped add in a few more FL and GA teams

I will start the California tournament this weekend and the texas tournament as soon as I receive the rankings I need to create the bracket

I'll only release the south and north regions for now since those 2 are only ones done (south region will officially be complete when the current round of GA Tournament completes but I already know the scenarios to determine the remaining spots and I listed them in parenthesis
