Eastern European's still have a generation that had to deal first hand with heavy handed totalitarianism. Western Europeans do not have much of that generation, if any, left. They are still for the most part idealistic and maybe naive. They lack the "street smarts" of Eastern Europeans which in today's world goes farther than intellectualism to aid in survival.
