Biden’s racism isn’t so much rooted in policy (although that really isn’t completely the case), but is a personal characteristic.  His offhand, unguarded remarks reveal a man who thinks African-Americans are helpless, less intelligent and the like.  He never left the Delaware of the 1960’s.
