Only major teams with huge donors will be able to accomplish this, but basically you just use your 85 scholarships for your run of the mill 3 and 4 star athletes who are your projects or good program guys. Then outside of that you have your boosters. They work with each other to pool resources and clout and get the major 4 and 5 star athletes to sign contracts that say they will get paid a significant sum to advertise or do appearances at local businesses as long as said athlete is actively on the schools football roster. All of a sudden major programs can now get 30-40 recruits each year and not break any scholarship limits. The divide between major programs and non major will be insane. Even many P5 schools will get left behind. FBS (P5) football will basically be about 20 teams here soon. But my prediction is this will go even further over the next few years and it might even be the death-nail for College football as we know it. I won't be surprised if football (NFL) becomes like MLB baseball with Minor League Programs (AAA, AA, Rookie League) over the next 10 years.
