Are players allowed to not enter the NFL draft and sign with any team they want as an “undrafted free agent”?

Whoever picks number 1 is usually a dumpster fire. Since Williams is rich, could he just skip the NFL draft altogether and negotiate with teams he would desire to play for?

No, to sign as a UDFA you have to submit your name into the draft first. Then whoever drafts him retains his rights for the year unless those rights are traded away.

Before a player used to threatened to hold out the year if drafted by a undesirable to and get nothing (except whatever endorsement they already lined up). Now the have that NIL money to fall back on (if you come out early) and in the case of Williams that could be over 10 million (plus a hefty insurance payout if he gets hurt)
