Whoever picks number 1 is usually a dumpster fire. Since Williams is rich, could he just skip the NFL draft altogether and negotiate with teams he would desire to play for? No, to sign as a UDFA you have to submit your name into the draft first. Then whoever drafts him retains his rights for the year unless those rights are traded away. Before a player used to threatened to hold out the year if drafted by a undesirable to and get nothing (except whatever endorsement they already lined up).
