Not sure why the Census Bureau would be concerned about 9th grade education rates since it would be simpler and more informative to find the percentage of students that graduate. The reports I've seen are that California isn't the lowest in public high school graduation rate. Some of which came to California after being too old for high school. This would skew the results to an unfair conclusion. California has a $3 Trillion economy and is the 5th largest economy in the world. Perhaps you'd be more productive if you tried to find out what California does RIGHT rather than what it does WRONG.
