I work in Memphis and panhandlers are rampant and aggressive here. Don't walk up to me with a BS sounding story and expect me to give you any money. I did have a scruffy old guy ask me to buy him some food at a fast food drive through a week or so ago and I did because he seemed to need it. There is a guy with a dog who sits at the intersection of Poplar and East Parkway with a sign asking for money. He and his dog are healthy looking and his dog is clean. If you really want to help a drug addict, help him get help. If he is not ready to accept that help there is nothing you can do.
