The problem is the sections. Theoretically, its not just a NorCal problem. SoCal would have the same problem if the 2nd best team came out of the LA Section or San Diego Section. Since the 2nd best team has always been in D1/Pac-5 of the Southern Section, the issue has never come up because those teams play each other.
