Has there been a format change to the NorCal playoff system?

No and unless we go back to an Open Regional Game then it won't happen most years. The problem is the sections. Theoretically, its not just a NorCal problem. SoCal would have the same problem if the 2nd best team came out of the LA Section or San Diego Section. Since the 2nd best team has always been in D1/Pac-5 of the Southern Section, the issue has never come up because those teams play each other.

It used to happen in SoCal before the new competitive equity D1 division was set.

Once CIF SS moves Cen10 into the PAC5/D1 there has been no need for regional open games

CIF has 10 Section the largest being the southern section (9). The SS includes the top 8 teams from the south and all 3 of the national power (Cen10, Bosco and MD). 

In the north DLS plays in the North Coast Section (2) and Folsom plays in the SAC-JOAQUIN section (3). If they don’t play each other during the preseason (non-League)  they will not meet up since there is no Open Division regional games anymore.

Agreed...a Statewide 32 team open division would be ideal. But I’m sure “North” section commissioners would complain about there being too many “south” teams in the playoffs
