Conceivably you could make the argument that government is bringing down public education. Too much overbearing from the top level, without a matching commitment to funding is a huge problem. School choice, the voucher system, and charter schools have all taken a big bite of the apple with less than stellar results. That uphold their contract and expect the employer to follow the discipline/dismissal procedure. It's really not hard, it just requires a modicum of effort on an administrators part to remove a poor teacher.
