The article says the section that "fell over" in 37 MPH winds, had just been installed, and the concrete hadn't completely hardened yet. Interestingly, a few days before this happened, the builder of the private wall in Mission Texas, mentioned that one of the advantages of his wall over the government's version, is that his doesn't have the anti-climb plates at the top (which act like a sail or kite in the wind). Without those plates, Fisher's wall can be built even in highly windy weather. Fisher's wall doesn't need the plates because there are no horizontal bars at all on the finished wall. Nothing to climb on. He hopes the federal government will adopt his style fence.
