This isn't the 13 colonies vs the redcoats or north vs south. Gov would declare Marshall law and lay down everybody out in the street. I just found a chart that is a couple of years old that shows that Portland is the 15th "whitest" city in America. But in the same light, Portland is in the top 30 for most "asian" city and top 15 for most "multi raced" city, so I guess it depends on what data point you want to look at.
