Newsom suggested the state regulations didn't prohibit practices from being held. But, local, county regulations did. The counties the four California Pac-12 schools are located in are driven by bulldog "protective" health offices. L.A. county, where I live, has had social gatherings of ANY kind banned for almost the entirety of the six-month shut down. You have to find a "rogue" gym operating in defiance of the health orders to exercise at a gym. Etc. Word is L.A. county approved practice. So, it comes down to the Bay area counties. Things are changing rapidly-par for the course here- so who knows how that will go. But, those counties are also lead by "protective" bulldogs, so it figures to be a rough fight for Cal and Stanford.
