The Department of Homeland Security, which oversees both agencies, dismissed criticism of the document as a "sorry attempt to push a false agenda" and said none of the money transferred came from disaster relief funding.  "Under no circumstances was any disaster relief funding transferred from @fema to immigration enforcement efforts. This is a sorry attempt to push a false agenda at a time when the administration is focused on assisting millions on the East Coast facing a catastrophic disaster,"

While they already get thousands of times more than that, in reality money is not their biggest problem, and in all reality, 10m won't do shit to solve that. One could easily argue money is better spent elsewhere...

As per above, When I go to Rio Piedras or go surfing at Rincon, and then compare it to my couch 15 min west of Manhattan, well yes, as a whole Puerto Rico is indeed better off than some places locally....including my couch.

and as far as 're-appropriation' ...well... claiming you understand it after having just shown that you can't even read how it works, does nothing to help your case...
