They can’t schedule them outright. There may be provisions such as when they happen to be in a tournament together and they get matched up eventually through the brackets. There are a lot of national tournaments that Sierra Canyon and Mater Dei play in that has teams like Montverde, Finley Prep, Oak Hill. I was under the impression that that rule was put in place more by the wrestling community to penalize Blair Academy and Wyoming Seminary who began poaching top California wrestlers (Dominick Matta from Poway Cali State Champ). That barred Cali schools going to the Ironman in Ohio or any tournament that the top Prep schools wrestled. Blair got aggressive nationally after losing to Bergen Catholic in 2018 and went on a recruiting binge.
