Bands are either part of the fan base everywhere or nowhere. You can't give examples of a few schools that love their bands and then say that therefore bands are part of fan bases. For example, someone who lives far away and still follows a team closely, etc. So being a spectator is not necessary (or sufficient) to being a fan.
