If they are his patients, he cannot discharge them (ethically) based on a diagnosis. He can make alternative arrangements for their care (Urgent Care, ER, a specialist) but that is just sending the risk to other people. He needs to establish procedures to minimize risk to the other patients. He just does not want to deal with Covid and is using the other patients as an excuse.
