What is the requisite mens rea necessary to convict for voter fraud based on New Hampshire law? How did those 5,000 individuals meet the necessary mens rea based on the New Hampshire penal code?

More importantly: are you licensed to practice law in New Hampshire? And, if you are, what percentage of your practice is devoted to criminal law?

caveat: I am a licensed attorney in several states (most prominently Texas) but I am not licensed in the state of New Hampshire.

The New Hampshire law states you may use an Out of State ID/license to vote if you change it after voting.The 3 investigated had not at the time of the interview. 3 is a far cry from 5,000 though.
