Once the electorate is so far biased that conservatives are unelectable, the ruling class will not share their wealth but will seek to control the constituents with breadcrumb socialism and grow the portion of the population that turns to crime because of economic oppression. This is a long term process that won't be rationalized with the short term political thought processes we tolerate.
