What most don't seem to realize is that while it is possible to drive in snow, driving on ice is a much different ball game and no one is successful. Atlanta has lots of hills and trees and while I know California does as well, it does not have a major population area that receives ice storms. The trees here mean that a section of road may be wide open... until the trees create a shady spot and the runoff freezes into black ice. 10-20 feet of sudden and unexpected black ice can totally ruin your day.
