The rate was steadily declining since 2000 and the "plummeting" trend started right around mid-to-late 2008.

62.8% LFPR was "low" and people "weren't looking for work" in 2014.

But in July 2017, 62.8% was good news and people were looking for work again.

Everybody else can understand the implication of those statements.
