If the initial leg was into the wind then that split would be the weak link and who knows maybe some of the teams had the anchors running 90 meters or 100 or 110 who knows what the distance totals were with and against or crosswinds etc. All I know is every race that day was slow and you and Tex know better than to compare venues and variables. Perhaps 10.15 as a guess? Still 22.04 mph avg). Anyone who hits 11.18 (20.0 mph) or better in the 100 meter dash is running 20 mph avg or faster for the 100 meter distance. That's moving... 10.5 = 21.30 mph avg. 10 flat = 22.37 mph avg. 9.58 record holder Usain Bolt = 23.35 mph avg (his peak speed I believe was upper 27 mph range). But then there's the 6A 2018 TX finals, no weak sauce there. A trio of Jamaican IMG style clubs vs Texas top 3 would be fun to see annually. Other good sprinters best ever HS times Trayvon Bromell 9.99 +4.0 This was done after graduation at the Great Southwest meet Noah Lyles 10.07 +4.3 this was during Pan-American Junior meet - this was ran in Aug.
