They mentioned nothing about sole sourced contracts, which would allow them to select a source without a formal bid this is the 3d time I’ve had to teach you about this and you still are ignorantly trodding along thinking you got something when they make a selection each category is weighted and factored into the decision making process. It’s all based on a point system and DOES not guarantee selection.
