No.  Commander-in-Chief is a civilian position. Active duty is what defines veteran.  Barack Obama is not a veteran.  Donald Trump is not a veteran.  Donald Trump did confess to stealing from Veterans to get elected though:

So by ur definition all reserves arent veterans??? What about the national guard? Are they vets?

His definition is off....way too many exceptions to the exceptions when it comes to veteran status...

Even Merchant Marine Cadets who never go 'active duty', can be veterans in some circumstances...

 

but again the technicalities were not quite the point...

Reservists and national guardsmen aren't veterans, although they can be veterans of a particular campaign or war when called on active duty.  

there is a legal definition of a veteran in title 38 of the federal regulation
