They are not counting votes, but you know how many GOP, Democrat and nonaffiliated voters have cast ballots in each county. You can get a strong idea of the final count, but there can be crossover voters and some uncertainty as to how indies have voted. But the net crossover effect in Florida is typically small and indies generally divide fairly evenly. Obviously the actual count of votes is what matters.
