The whole playing up thing is misleading because Pennsylvania doesn't have a lot of big schools. Madison County has ~500 students. Hawthorne has ~280. But in Florida those teams are in the same class. Aliquippa playing up a class or two has just a little bit higher disparity than that. Much ado about nothing.
