They are dictating what happens, how much of it happens etc. The owners have to pander to the sponsors in order to keep funding coming. NASCAR in general has to do the same in order to keep the advertising dollars flowing. If you aren't a sponsor or direct affiliate of the race team, the drivers are pretty unapproachable now. A fan can spend 500 dollars for a pass and still never get an autograph. It's ridiculous and a shame. The fighting and other stuff including on the track incidents and retaliations being cut out by the advertisers threatening to withdraw, and the teams and drivers pandering directly to the sponsors is the issue imo. Even the team merchandising is contracted all to one company now, so the drivers making appearances at their merchandise trailers and doing autograph/selfie sessions is off the table. If you didn't/don't watch then you have no idea. Last night there were 12 cars racing at 190 miles per hour. You couldn't put a hand between front and back of most of the cars and you couldn't stand in between the side by side lines. There is a ton of high level engineering in this sport. The hand and eye coordination coupled with the reaction times required to be successful matches most any other sport out there.
