By the letter of the law you always probably “could” but lawyers weren’t desperate for work when supply was lower back a few decades. But there are probably times in every black person's life, while just going about normal activities, when something occurs, which leads them to believe that race did have something to do with a situation they are confronted with. As a society, it behooves all of us to try and move beyond this. I think many of the under thirty five crowd are going in the right direction on both sides of the racial divide. In some places in Europe (I think Germany and UK for example) the losers of civil cases have to pay the legal expenses of the other party involved.
