Those 2 qbs combined did not accomplish what the 1 did. 99% of list have Lombardi as the #2 pro football coach all time behind Belichick. Sure the eras and rules are different, but the infamous offensive juggernaut for GB was their OL line play and ground game (sweeps) with RB strength. A better comparison to Starr is Montana who was at 63%. And Montana was considered a phenomenally accurate QB who had all-world targets. Plus there was more downfield passing in the era - Starr was at 13 ypc. And Starr played outdoors in Minnesota and Detroit along with Chicago and Green Bay.
