I'd say Texas has the best quality of high school football because Texas has better resources, at least generally speaking. Coaches are paid more, better facilities. It all leads to a better quality of play in my opinion. Cali, Florida, Ohio, Jersey, and Arizona (in no order) come after. Remember now, I determined this by factoring in everything listed above. If the two states have similar talent and one of the states does not have the coaching/support/resources, then if they had that they'd probably be better. They would not be miles ahead of TX however.
