There is 1 champion.  Division 1'and 2 are really separate classes defined by population during the playoffs (per district).  There are 125 teams in each division. It will be permanent in a few cycles like it is in 5A and below. The districts will be classified as dovision 1 and 2.  Instead of creating additional classes they've done it this way.  Hope it helps.

Almost 400 schools in Southern section broken up into 13 playoff brackets

That's not how it's set up.  The top 18 teams out of the 386 (the actual number) are placed in D-I (using recent history as the measurement).  There are 18 teams in D-II and 19 in D-III.  The concept is that any of the 18 D-I teams would win D-II or D-III.  Any of the D-II teams would win D-III, etc.  It doesn't always work like that, but that's the concept.

I have never understood that about tejas.  Being a co-champ every year would suck!  Probably as bad as being the D1AA champ here in Cali.

Has there ever been a time when you thought the D2 champ was better than D1 or vice versa?  Y'all need 1 state champ.

That's significantly different, so there are only 18'teams in the D1 playoffs.Then after the southern section championships they play for the open div state championship,.

   There are 64 playoff teams in Texas for EACH 6A division championship

A few times, but it's no different in a state where a lower class is better than a bigger class.  We will permanently separate the class into divisions broken by population,  we have over 90 schools that are 3,000 or bigger.  They will be permanent  D1 schools.  (They could create 7A, but they are going this way.  5A and below are already under this concept) Katy, lake Travis and Allen of course are all in this size group.

for public schools these size differences are relevant.

you can have 128 but if 120 are tomato cans who cares how many teams you have...

They're not all tomato cans.  Keep in mind  one of those tomato cans was the team that beat Trinity in 2015 in the playoffs.  

Last year, "tomato can" Rockwall knocked off state ranked woodlands in the first round.

that's the thing...that wont happen in California, since in the last game of the year the #1 team from the North plays the #1 team from the South...It's like playing College football in TU...classes don't matter

still would rather get the best 16 team in one bracket...Winner get's DLS in the real State Bowl Game...

That's because you guys are private school dominated where school size isn't a factor Different rules of engagement.

in the CIF-SS they rank every school every year, based on the past 2 years. It's alot like the EPL...if you haven't been good the last two years you get relegated down a division. If you win D2 one year, most likely you will be moved up to D1 the next year.

Again see my post on publics vs privates. Population is more relevant under one type of sports system.
