I imagine it was one of those cats that initially reported the issue to the GPSC to begin with. They will most certainly blame them. It appears that a few anti Rushers (to include the Principal, AD, and a few board members) have found the wrong doings of a staff member and using the incident to out the Ole Ball Coach. To my knowledge, the supposed "personnel" accused of the action has not been reprimanded while Rush takes the heat. Due to the kangaroo court not finding evidence of wrong doing by Rush himself, they have resulted to "negligence" as an explanation. At least this appears to be the way it is playing out.
