Kevin McCarthy loses 4th vote for House speaker

Rep. Kevin McCarthy, R-Calif. lost another vote for House speaker on Wednesday, extending the process to at least a fifth ballot and extending the embarrassment for Republicans.

McCarthy lost three votes on Tuesday, marking the first time the selection of a House speaker needed more than one ballot in a century. After 19 Republican defections on the first two votes, Rep. Byron Donalds of Florida switched his vote against McCarthy on the third ballot. On Wednesday, Rep. Chip Roy, R-Texas, nominated Donalds as speaker as the alternative to McCarthy.

“There’s an important reason for nominating Byron and that is this country needs leadership that does not represent this city, this town, that is badly broken,” Roy said. When Donalds voted for himself on Wednesday, there were some cheers in the chamber.

Anti-McCarthy Republicans had voted for a number of alternatives on the first ballot before settling on Rep. Jim Jordan, R-Ohio, who has continued to support McCarthy. Rep. Mike Gallagher, R-Wis., gave a speech nominating McCarthy to start the proceedings Wednesday, urging Republicans to rally around the former minority leader and noting that Democrats were enjoying the chaos within his caucus.

20 Republicans voted against McCarthy on the fourth ballot, and one, Rep. Victoria Spartz of Indiana, switched her vote from McCarthy to “present.” The lack of movement toward McCarthy came despite an affirmation of support from former President Donald Trump.

McCarthy, who had served as the minority leader, attempted to woo his GOP critics by endorsing rule changes, including making it easier for a smaller group of members to challenge leadership in a procedure known as vacating the chair. The California Republican, who had lost a bid for speaker in 2015, urged the party to support him in a closed-door meeting Tuesday, saying, “I earned this job.” He and his allies have vowed to continue with as many votes as it takes, but it’s possible he will be forced to withdraw or a consensus candidate will emerge.

The last time the selection of a House speaker took more than one ballot was 1923, when nine ballots were required for Frederick Gillett to take the gavel. It took the 34th Congress, convened in 1855, 133 ballots and two months to settle on Nathaniel Prentice Banks.

it's not that complicated champ...don't over think it....yea, I hate Trump...and yea, Trump is still the master of your party and he's still in the headlines almost daily...all I do is cut and paste articles I find on Yahoo and sit back and watch you clowns flip out...it's very entertaining...thanks for your participation!....😉

While delivering a speech where she nominated Representative Byron Donalds as House speaker, Boebert said, "Let's stop with the campaign smears and tactics to get people to turn against us, even having my favorite president [Donald Trump] call us and tell us we need to knock this off."

"I think it actually needs to be reversed, the president needs to tell [Representative] Kevin McCarthy that 'sir, you do not have the votes and it's time to withdraw,'" Boebert added, prompting an array of shocked yells from others in the House.

The comments by Boebert come amid an ongoing battle for House speaker, as McCarthy has gone several rounds without the votes needed to win the position. On Tuesday, 20 House Republicans voted for Representative Jim Jordan over McCarthy and on Wednesday, the same 20 voted for Donalds, who Boebert showed support for in her speech.

Republicans in the House of Representatives have now stumbled through a second fruitless day of gridlock, with GOP leader Kevin McCarthy still unable to win over the hard right of his caucus in his quest to become speaker.

And because the House cannot function until a speaker has been chosen, the GOP’s paralysis could have wide-ranging impacts on everyday Americans. The impasse could even hamper the ability of Congress to appropriate money if there is a natural disaster, an economic crisis or a military conflict.

The U.S. government will begin defaulting on its debt payments by this summer if Congress does not raise the debt ceiling, a failure that would risk sending the economy into a tailspin.

 

Analysts warn that a weak Republican speaker makes that outcome more likely, as whoever is chosen will not have the influence necessary to force the fractious GOP caucus into a necessary compromise with Democrats.

Congress is also slated to pass another farm bill this year, a five-year plan with massive implications for food policy, agriculture, the environment and other matters.

Until the House chooses a speaker, lawmakers cannot help their constituents with vital services such as applying for Social Security and other benefits.

The House of Representatives, with members elected every two years, instead of every six as in the Senate, “is supposed to be the body closest to the people,” Brendan Buck, a past adviser to former Republican Speaker Paul Ryan, told Yahoo News.

“And when [the House] can’t operate at all, it can’t be expected to be responsive to their needs. There are basic responsibilities of the House, but we also need Congress to act when things are urgent,” Buck said. “A complete breakdown in our legislature tells people and the world that we can’t be counted on to solve problems and provide stability.”

The House GOP’s current troubles stem from years of discord within its ranks.

Two major GOP groups cut a deal to support McCarthy’s speakership bid

 

A super PAC aligned with Rep. Kevin McCarthy (R-Calif.) announced a breakthrough deal on Wednesday with a conservative group that was formerly opposed to the congressman’s House speakership bid.

The Congressional Leadership Fund, an independent super PAC that backs Republican House candidates, reached an agreement with the Club for Growth, an influential conservative nonprofit, on backing McCarthy.

...“This agreement on super PAC’s fulfills a major concern we have pressed for,” Club for Growth President David McIntosh said in a statement. 

“We understand that Leader McCarthy and Members are working on a rules agreement that will meet the principles we have set out previously. Assuming these principles are met, Club for Growth will support Kevin McCarthy for Speaker,” McIntosh added. 

CLF’s statement announcing the deal noted that “No one in Congress or their staff has directed or suggested CLF take any action here.” 

The deal is a good sign for McCarthy, who has failed to reach the vote threshold to be elected House speaker six times since the new Congress convened on Tuesday.

The California Republican noted on Wednesday that the deal shows momentum is in his favor, and reports Wednesday night indicate that he has agreed to a number of other concessions that may get him more votes on Thursday when the House reconvenes at noon.
