That let in thousands of people carrying the virus and was a major factor to the spread in NYC - which ended up going all over the east coast (the China strain was found in far less people than the European strains). Further, the way he announced closing travel from everywhere was a damn mess. He sent the nation into absolute chaos immediately (so much for not wanting to spread panic) and had to rectify the situation the next day since it was so badly communicated to the American people. It is not simply a matter of saving lives, because the measures to save lives have their own horrific costs. You cannot burn the country down, destroy people’s livelihoods etc. There are competing priorities - meaning the choices are not clear cut. There were almost zero cases reported in the US at the time, and not that many in Europe outside of Italy.
