25 high schools in Gwinnett.   437 sq. mi.

27 high schools in Dekalb.   271 sq. mi

12 high schools in Clayton.   144 sq. mi.

11 high schools in Henry.   327 sq. mi.

17 high schools in Cobb.   345 sq. mi.

5 high schools in Fayette.   199 sq. mi.

6 high schools in Douglas.   201 sq. mi.

3 high schools in Coweta.   446 sq mi.

6 high schools in Cherokee.   434 sq mi.

7 high schools in Forsyth.   247 sq mi.

And you can get to all of them within 2 hours from anywhere in the metro.

Could it be a contributing factor?

Not at all. GAs laissez-faire, lax, rarely policed xfer rules are to blame.

Exactly. The GHSA needs a clearing house for transfers because the schools can't always be trusted to do the right thing. Parents damn sure can't be trusted. 

The rules are actually fine, but, this all starts with the parent cheating the system. It still has to go through the school to be okay before the school sends final paperwork to the GHSA declaring eligibility.  The GHSA has no reason to further check at that point unless someone has "policed" it and filed a complaint alerting them the paperwork may not be correct. 

Parents do all manner of weird stuff to avoid following the rules as they're written and some schools just don't care to do due diligence and make sure it's on the up and up. They often get away with it because nobody else has the time/capabilities to go over the paperwork and make sure everything matches. Address, Old abode sold or leased, power cut, etc. 

Unless someone just knows the transfer student and knew where they lived and etc., then there is no way to follow up without copies of the eligibility forms. An average citizen trying to do stuff like that could find themselves with a stalking charge if they were trying to check up on the transfer. 

It's complicated. If the receiving school turns a blind eye, then, there isn't much more that can be done in reality. It requires people in the know of the students situation.

Honestly, you can take Buford out of this. They're a special case. You'd have to know the details as to why they can do what they do. It's pretty simple.

2 of the teams you listed are incorrect.... 

Buford is Open Enrollment...

As long as you have Reliable transportation and a C average you can transfer to Buford. 

As long as they have room for you. 

They must first serve the students in their immediate district before they accompany open enrollment  transfers or students. 

So again... theyre as open as open can be like I told that dense brickheaded @imaGoodBoyNow why would they need to recruit.... 

And Lee County is just Good with what they got...

When colquitt won thier State championship they had kids on team from Michigan Tennessee Florida Alabama

Where were they? 

The Michigan and Alabama transfers where move ins quite literally you've been told this and shown this atleady 4 times by me,Hawg and Blackhatter....but you ignore it.  Quite sure Rufus has told you too...

As for the FL and TN transfer what was their names?

The thing about it you have kids from that bunch going to only a handful of teams and in the case of grayson they steal kids from multiple states.

As of today Gwinnett County has a population of 955K and some Of the HS's encroach on each other's zones.

The Michigan player to Colquitt was a Move in... 

The Alabama player was a move in.... 

A move in is still a transfer but not for the reasons you love to peddle around....

They both moved-in for football-related reasons. All xfers are equal. Jake Garcia= Steven Krajewski all day long.
